AML/KYC, risk management and the highest standards of responsible gaming in the Estonian gambling sector.

Highest standards

The Estonian gambling sector is one of the most heavily regulated areas of activity with higher standards. Financial Intelligence Unit (FIU) when the sector supervisor expects the market participants to work on the merits and to implement all the prescribed measures to keep the sector clean. Our members therefore act on the principle that responsible gaming, the prevention of financial crime and the protection of our customers are not merely obligations under the law, but the basis for the credibility of the entire sector.

New AML/KYC requirements from 2027

From 1. from January 2027 more precise AML/KYC requirements will come into force, increasing expectations for risk-based monitoring, customer knowledge processes, transaction monitoring, and transparency of the beneficial owners. Estonian gambling companies must be prepared to implement more detailed control measures than before, use modern data analysis solutions and ensure that the risks of financial crime are mitigated even more effectively.

Comprehensive risk management

In addition to conventional control measures and written internal frameworks, all service providers must demonstrate a comprehensive risk assessment, quantitative and qualitative risk appetite, and a high-level system for identifying suspicious transactions. The management of the company must be aware of the risks and typologies involved in the business and undergo regular specialist training courses. The advantage of the Estonian legal framework is also that we have the adoption of crypto-property as a means of payment regulated at the level of the law, emphasizing the reliable MiCA requirements and the license.

MLRO assignment

It is important to note that as of 01.01.2027 all service providers must appoint a competent contact person for the Financial Intelligence Unit (MLRO) who has experience in the field and resides in Estonia.

Given that the fit&proper assessment may take time, we recommend starting the appointment of an MLRO already now.
