Reporting and monitoring
The prerequisite for an order authorization is the existence of an Electronic Gambling Reporting (EHMA) and a List of Persons with Gambling Restriction (HAMPI) control system.
Electronic Accounting and Inspection System (EHMA)
The organizer must introduce an electronic accounting and verification system (EAKS) where the data on the organizer, software and hardware, the games played and the stakes and winnings are collected before obtaining the authorization. The system will be connected to the Tax and Customs Board's EHMA system via the X-Road Data Exchange Layer to ensure the Agency has access to gambling data.
List of persons with game restriction (HAMPI)
HAMPI allows the player to limit playing a gamble, toto and classic lottery. The limit can be set at the e-MTA, service office or gaming venue. The restriction does not extend to the fast lottery (for example, scrape cards).
Organizer must check the list for the existence of a ban before allowing the person to play and ensure that persons with the no-game ban cannot access play. The observance of HAMPI is mandatory for all organizers who have an organisation permit in Estonia. The data entered in the list may only be used for the purpose of checking the restriction.
The applications for setting the restriction in the place of play shall be accepted by the organiser and shall immediately forward together with a copy of the identity document to the Tax and Customs Board. Access to HAMPI is via X-Road service or e-MTA.
