The ID card, Mobile-ID and Smart-ID prove identity online, and a qualified digital signature equals a handwritten one in law. In gaming, this underpins player verification and age checks.

e-Residency lets non-residents found and run an Estonian company online. Operating gambling always also requires a licence from the Tax and Customs Board.

Gambling tax supports culture and sport.
By law, 47.8% of gambling tax goes to the Cultural Endowment of Estonia. An additional rule applies from 2026. If the tax on betting and remote gambling brings in more than 27 million euros a year, 80% of the excess goes to two new funds of the Cultural Endowment: three quarters to sports facilities and a quarter to a fund that attracts private money. That fund adds up to one euro for every two euros donated to cultural and sports organisations. Of the excess, 12% goes to the Cultural Endowment in the usual way and 8% to the state budget.
According to the Tax and Customs Board, Estonian gambling operators paid €93.7 million in taxes in 2025. Private operators paid 73% of it.
The Endowment has funded Kumu (2006), the Estonian National Museum (2016), the concert hall of the Estonian Academy of Music and Theatre (2019) and Ukuaru, the music house dedicated to Arvo Pärt (2026).
