Discover Estonia
Estonia is a digital state.
In Estonia, everyday digital services connect people, businesses and the state.

01 / Digital identity
One secure identity across services.
- The fact
- Estonia has a state-backed digital identity: the ID card (since 2002), Mobile-ID and Smart-ID. A qualified digital signature has the same legal force as a handwritten one.
- How it works
- People authenticate and sign documents with a certificate tied to their identity. The same identity works in public and private services.
- Why it matters for gaming
- Reliable identification underpins player verification, age checks and responsible gaming in remote gambling.

02 / e-Residency
Business without borders.
- The fact
- e-Residency (since 2014) is a digital identity issued by the Estonian state to non-residents. It does not grant citizenship, a residence permit or the right to enter Estonia.
- How it works
- An e-resident can set up and run an Estonian company online and sign documents digitally.
- Why it matters for gaming
- Setting up a company is simple, but operating gambling always requires licences from the Tax and Customs Board and full compliance. e-Residency does not replace a licence.

03 / Digital services
Company, taxes and reporting online.
- The fact
- A company can be registered in the e-Business Register and taxes declared in the Tax and Customs Board's e-service (e-MTA). Most dealings with the state happen online.
- How it works
- Services use the same digital identity and data from state registers, so the same information does not have to be submitted twice.
- Why it matters for gaming
- Licence applications, tax declarations and reporting for gambling go through the Tax and Customs Board electronically.

04 / X-Road
A shared layer for secure data exchange.
- The fact
- X-Road (since 2001) is the national data exchange layer through which authorities and registers exchange data securely. The same technology is also used in Finland.
- How it works
- Every request is encrypted, signed and logged. Data stays in its own register and moves only when a service needs it.
- Why it matters for gaming
- Register data is reliable and verifiable — a basis for transparent supervision and sector data.

Why Estonia
A digital state for a regulated market.
Estonia has regulated remote gambling since 2010. Licences are issued by the Tax and Customs Board, and 44 remote gambling operators hold an Estonian licence. A digital state keeps the rules clear and compliance verifiable.
